Transparent Image Help

I was wondering, how do they make images like this one (attached) they are like 100% transparent you know...It there's no picture, the highlight will be a color, or a image i put in, but someone put this image, and it's 100% transparent. How can i make a image like this? With Photoshop i guess? and if with photoshop, how can i make it? Any details? Thanks.

@IlijaPlayerP

If you are using photoshop, pain.net, the gimp you will need to set a transparent canvas and save in PNG 32. (PNG 24 + 8 Alpha)

You can also use mTC v2's graphics editor setting transparency setting to 100%

OK, with mTC v2 i can set the transparency to 100% but it's on the whole image, and how can i make just one part to be visible, and the other transparent? Like this one:

Then you use photoshop, set a transparent canvas, and use the rectangle, rounded rectangle etc. tool (whatever you want), and leave that part free.. Then save as .png..

Use photoeditor: (if you dont have Win, i dont know)
http://surl.se/pictures/20075/50845.png

And choose "save as" and then select Graphics interchange format.

But if you want to select colors, you should use PS.

edit: you can blur pics with photoeditor too, use blur in effects menu.

Try getting GIMP, but in my opinion it isn't nearly as good as Photoshop and Corel PHOTO-PAINT. google it
